This isn't a team game. It's 1v1, Why is voice chat necessary? The only thing it would be used for is trash talk. Starcraft doesn't have voice chat in 1v1 fyi, League has no voice chat (that's ♥♥♥♥♥♥♥♥, though), and NO game with team voice chat has all-chat enabled because it's always cancer. CS:GO even took all-chat out of warmup.

comms in sf4 added next to nothing. Half the people who did have mics would just leave it open and you'd hear the game echo or them button mashing.
If you want to talk to friends, there's discord, skype, built-in steam voice and more.

No point if everyone turns it off, which would be the case. Voice chat is literally only for trash talk, it serves no other purpose in a 1v1 game.

I am so very glad there's no default voice chat on this game. 99 times out of 100 it was just piss talk or hearing the opponent's game sounds in USFIV, really struggling to remember if I ever had an actual conversation or heard someone say thing non abusive on it.
