Run the tiny detection app. Let the browser redirect back to the game's page.
If you're on a notebook: Scroll down to see the specifics. Even if the "minimum" is a red Nope image that may be because the detection app thinks that you have 512 MBs of video memory when that's not necessarily the case.
I'm not familiar with your hardware but maybe this link will help you / others.
edit: fixed link?
should be easy. The Nvidia Geforce 705 is just a card. When you open your box/pc up, depending on the setup it should be sitting in a slot. So you research what solid but budget friendly card can run SFV (or future games), make sure it can fit inside your box/pc without any hindrance and you should be ready for an upgrade.
Not to mention it might work fine if he change his video card, as most of the job is done by the video card in games now.
Doesn't mean it won't run. If they give a minimal requirements, it's because the game should run with it (low settings though). Most of the job is done by the GPU.
Yeah, upgrading a video card is pretty easy. Just need to remove the screws of the PC panel, remove the video card from the slot, put the new one in the slot, put the PC panel back and it's done. Just look on youtube for a video tutorial to double check if you have any doubts but replacing a video card take only a few minutes.
I don't think it would be cheaper than a PS4 though. A PS4 cost ~350 dollars and if you want a pretty good card, you'll need something like a GTX 970 which also cost ~350 dollars. Then, it depend if you plan to play other games on your computer or not.

Would this be good enough?
I'm very keen on upgrading my PC, but that said, here in the UK they're currently selling a PS4 with SFV for £300. It might be the better option, especially if my desktop can't run SFV as well as the PS4.
Anyway, thanks for the comments again, I guess I have some thinking to do.
Don't listen to people saying no, trust me on this. Most of the work will be done by the GPU. Looking at your specs your CPU is roughly a bit better than the minimum requirements
Look here: https://www.cpubenchmark.net/high_end_cpus.html
I ran two 280s(the card I recommended you below) on a i5 2500k(CPU) which is about maybe 10-20% stronger than your current CPU, and it ran them both just fine. So with that said, your CPU should be able to handle one 280 no problem. The game is also well optimized from what I saw.
And here is the link to the 280 I talked about, which is 10-15% stronger than the gtx 960 for the same price. The rest of your system is good.

Also, you need to tell us your current PSU, and the size of your computer case. Because if the PSU is not strong enough, and the case is too small, then it might cost you $150 more (convert that to Euro).
