I'm not hating on anyhing, man. I know what SFIV did for the genre, I was there.
No, you still had weird SFII-style inputs that you don't see anywhere today anymore, like for Cammy's Hooligan Combination. Or for the ULTRA of Balrog/Claw, or Guile. And overall the timings for combos were much stricter than in SFV.
I like SFIV, but in terms of the (unnecessary) input difficulty it was a step backwards compared to SFIII.
both games are great but imma have to go with USF4, anyone that says "muh no content" isn't a fighting game fan, all the content u need is a balanced roster and mechanical depth, if u dont believe me look at 3ST,. why USF4? better roster, online is fun, 10x the costumes , u can very easily switch your character version to older variants (like release sagat, or omega zangief, etc) so your rosters variety essentially quadruples.
get sfv if u like fighting ken in 9/10 online matches and losing over and over again because he has a frame advantage lag switch built into the game that was never fixed
USF4 has a slightly better roster and much better gameplay. USF4 UI is a bit messy in some areas but it's way less convoluted than SF5's. SF4 also had far less aggressive DLC.
Continuing, high level SF4 gameplay is much more exciting to spectate than high level SF5. I have always felt a certain degree of disappointment and boredom when watching Pros play SF5 whereas SF4 tournaments will have no problem keeping my full attention.
About single player content in SF; it has traditionally been arcade mode with a reward ending. When people say SF5 botched its launch with lack of single player content, it was because it didn't have the traditional arcade mode. 4 had some launch issues too but they were easier to overlook because 4 was an exciting revival of SF when it was sorely wanted. 5 released in a much more tepid climate but also without arcade mode. Some people (including capcom) misunderstood the upset reaction to lack of arcade mode as people expecting cinematic campaign production nonsense. Now, almost every new SF player equates SP content to something more than arcade mode with mid boss and reward ending. Lack of SP content was never a serious issue for SF players until very recently. I'm not saying it's invalid but it's a very recent shift in player expectation and akin to expecting cinematic campaigns with lore and narrative to a game of checkers or tetris. Fighting games engage and play in a manner where it gets mileage from competition, not so much story driven campaign. They are nice, for sure, and help build excitement around characters (though not much more than standard arcade mode) but lack of heavy SP production shouldn't detract from the worth of a fighting game.
USF4 was an excellent game for its time and is still better than SF5. The worst thing about SF4 was Games for Windows LIVE and thank GOD we don't have to worry about that anymore.
USF4 has always useed delay based and u know what me and all my friends played it for years and never had a hard time with it.
Honestly SF6 so far looks like it might be an even better game than 4 (and leaves 5 in the trash), you might want to consider 6. Currently best gameplay and best netcode (far better than even 5). Tons of new dlc characters will be added over time. SF6 is addicting once you get into it in a way similar to 4 but even more so.
If I really didn't want to play 6 though then I would be inclined to check out returning to 4 first before heading back to Street Fighter 5.
It's a shame because I actually love a LOT of the character designs and concepts in 5 the best. Sagat looks dope, as does G, Rose, Gill, and others. Some of the later stages were gorgeous too. Unfortunately most of the interesting characters are pretty low tier and even if they weren't the gameplay is just missing something here that 4 and 6 both have.

Retrofitting rollback into a 3D game is very difficult to do. You can look at the Samurai Shodown rollback betas or the silence on DBFZ rollback as proof. But it's possible
