Side note if you are not aware about Juri VS1 she can actually store it you just need to cancel it with a dash forward or back when you see stuff below her come up.
Basically you need to rely on Juri's speed she has a fast forward and back dash also fast walking speed, try just chip away at giefs make them frustrated and they screw up. Her St.MK is a great button aswell. Gief is a nightmare if you are starting out with characters like Juri and Karin lol but you just gotta keep practicing you'll eventually figure out his stuff.
When fighting Zangief, it's important to keep him from getting close in the first place to the best of your ability. Characters with fireballs like Ryu. Guile, Sagat, and Luke, and other long range characters like Dhalsim have an easier time keeping Zangief out, but Juri has to store her fireball first before she can use it, so it's a bit harder for her. Since you mention you don't often get the chance to store your attacks, I assume this Zangief is really aggressive and is constantly closing in on you.
Try to play better neutral against him. I don't play Juri so I'm not super familiar with what her normal buttons look like. but try to poke away at him with far-reaching moves. Then, when he gets frustrated and tries to close the gap with a dash or jump, be ready to stop those with either a quick button for the dash or an anti-air for the jump.
If Zangief tries to poke with standing Heavy Punch (the move where he does a long range straight punch), it has a relatively long recovery, so you can try to whiff punish it. If he uses it at close range it's minus 4 on block, meaning you can punish it with an attack 4 frames or faster. If he charges it up, there's a hit of armor on his upper body, but I wouldn't recommend trying to react with a low hitting move since if you get counter hit you're in for a world of pain. Try to jump out of there if you can react to the long startup animation.
There isn't much you can do about his crouching Light Punch, it's pretty much designed to be a god tier jab (he kinda needs it to even stand a chance in neutral).
Now, if he does get into command grab range, there isn't much you can do besides play the 50/50 strike/throw game. Try to use defensive mechanics like V-Reversal if you block an attack or the throw-invincible V-Shift, or try to jump away to get yourself out of that scary situation, though smart Zangief players can capitalize on your fear of this situation and use it to their advantage, so try to stay calm.
