Ryu. He can be played more ways effectively, his combos aren't too difficult, and his V-Skill is generally more useful than Ken's.

Between ryu and ken, they are different. Ryus combo are easy, and his gameplay is kinda classic. But you REALLY need to know how to use fireballs or you will be beaten a lot. Also, your v-skill is REALLY hard to use. If people turtle, you will be in trouble because he doesnt have good mix ups/overhead.
Ken has hard combos for a beginner, but he is easier to use than ryu once you learn his combos. Good pressure, good overhead, fireball, sho ryu ken, his v-skill is easier to use, then you will use it more often.

You can go with either, although I'll just point out that people generally rate Ryu as being the better character.

Anyways... the two characters play pretty differently (and their "special moves" have different properties), so what you learn for one character won't necessary carry over to the other.

I dont know why people think ryu is so noob friendly. Good luck trying to use fireballs in a game where every character has one or more tools to dodge them. Or using v-skill gifting the enemy a free crush counter combo for 40% damage.

Well, if nothing else, Ryu has the tools for everything, good normals, and his basic combos are very easy to execute and do decent amounts of damage.

It really boils down to your playstyle. If you wanna be more aggressive but keep about the same options as Ryu then you can go with Ken, but need to be comfortable with mid screen game, V-cancels and rushdown. If you liked more the defensive part then you might wanna switch to full zoners like FANG (or even Birdie *small evil laughter*). And finally if you like the balance between offense and defense you might try out Rashid or Nash.

The same with ken, or necalli..... in fact, necalli is better for new people than ryu.

Necalli has no fireballs (unless you call his V-Skill a fireball) and requires the player to always be in the face of your opponent. When you know that new players usually start their matches by backing up or jumping back you can't really tell them to go suicide themselves by pressing random buttons next to your opponent.

I thought Ryu's normals would be easier for newer players to learn the footsie game, though, compared to Ken or Nec
