No because theory has a somewhat logical meaning. Reinstalling random things has no logical meaning for this thing. So basically there is no theory. Just mere speculation. You can reinstall your WinZip if you want. It will have the same effect.

Windows 7 doesn't have built in systems that upload the contents of your emails, contents of your hard drive, wifi password, and doesn't sell that data to 3rd party companies (they would have to say so in their privacy agreement). Any telemetry related privacy issues that Windows7 has were back ported when 10 was released, and you know it. And there are ways to fix it in 7.
