In English especially Juri is supposed to sound psychopathic to the point she's inhuman. Her English actress is over-acting on purpose and using weird inflections to get across Juri's lack of normal emotion and perverted personality.

As Juri in SFIV/V?

SHE SUCKZ AZZ!! PERIOD.

Juri was supposed to be not only slutty, but also brash and rude, with the occasional explosive tantrums(like what you'd expect from psychotic, mentally deranged people). Her Japanese voice conveyed that very well.

Jessica Strauss however seem to go off her own way and emphasize too much on the slutty/sexy part with her voice mostly on the lower range. That's not Juri. That's just random seductive dragon lady #837812412.

Then again, the English ADR director for SFIV/V suck too. They totally disregard the Japanese source material(Japanese voice actors/actresses adhere very closely to their characters' personality with very few exceptions, ie. Kikuko Inoue as Belldandy) and they butchered personality of several characters.
