Anyway the game is perfectly playable with a keyboard excluding the 360 motions. Those are a bit tricky.
Tested again on my keyboards (slim Dell and old mechanical Cherry), throws work instantly, also Zangiefs Lariat (3 punch buttons + back forth arrows). Some Keyboards cannot hadle multiple simultanious inputs, so I guess yours is probably one of these. There are also AutoHotkey scripts which bind 2 or more keyboard inputs to one button.
But i definitely prefer playing fighting games on game controllers instead, especially for characters with 360 ° motions.

tl;dr Some key combinations WON'T work on your keyboard no matter how hard you try because of the way they are built. Your only chance if you don't want to invest in a keyboard with antighosting is to rebind keys until you find a configuration that allows you to press all the buttons you need at the same time.

ghosting is not a game issue, its your keyboard.
get a new one.

Already did. And I explained that it might be a ghosting issue in the OP. People are ought to read not just the title but the whole thing, which made things clear. Edited the title just in case.
If you're going to be like that, then get out.
Have you tried updating the firmware of your keyboard? I remember this used to happen on my old Logitech keyboard, but I was able to fix it with a firmware update.

EDIT: a wired 360 controller is only 27 bucks on amazon (official ones). I say it's a good investment.
also make sure you get wired. wireless cause problems with windows as far as I recall.
