Long answer: Darkstalkers won't come to SFV or any SF for that matter, they're not fitting the universe and implenting whats basicly anime characters into SF is difficult for multiple reasons.
And only becuse of the fact she doesnt have supernatural moves or transforming limbs and the fact Necali exists wuld not make her too much of a sour thumb.
Even psycho power which is suposedly the msot supernatural thing in SFV is not as over the top os what Darkstalker characters can do even necaly a literal non human monster fights mostly using normal human moves.
All other characters would be horribly out of place not that felicia would not be out of place also she is just be the least awkward character.
I gues you could technically also add Human form morgian but she is basicly jsut ryu wit comand grab insted of tatsumaki and we already have roe than enough Shoryuken Fireball characters in game right now.
But in the end im preaty sure msot fans wuld rather get more SF characters as dlc insted of guest characters.
I would personally like it only my boy Oni was included in SFV. But as much as I liked him in USF4, he would just be too much of a boring shoto character for me to want to play as him for very long.
However darkstalkers are too different in chara design/style for sf universe, imho.
