The KiWi error is mostly related to missing / corrupted / inaccessable files, usually a file verification in Steam is enough without having to re-download / reinstall SFV.
SFV worked before, so there must have been some changes (drivers/antivirus signatures/crashes etc.).
Did you deleted your SFV user folder when doing a clean reinstall?
if not,
=> backup and delete all files in the following folder:
%LocalAppData%\StreetFighterV\Saved
Shortcut: Windows button + R + paste the above line, this path is usually hidden/protected in Windows, you can enable "Show Hidden Folders" to unhide it.

Alternatively disable all ethernet adapters in your Windows network settings for testing purposes.

Tip / workaround to avoid "switching back and forth between Windows account logins":
you can run Steam + SFV as a different user, by pressing SHIFT and then right click on Steam, select run as "another user".
Also disable:
- nVidias ShadowPlay and Microsofts XBOX app screen recording features (DVR capture), if they are enabled in background
- Windows 10 game mode / full screen optimization
as they can also affect performance.

Btw.: there is no KiwiGames folder in a normal SFV installation path, it is an internal project name made by Capcom in the Unreal Engine Editor.
