He does have 2 handed atacks that are the closest thing to an Ultra in SFIII.
They are posibly his full potencial to an extent.
One is a literal Spirit ball only much faster.
The other is a 2 Handed Throw that louches you so high you burn up on re entery.

He uses one hand to give his opponent a chance and both himself and Akuma knows each other are dangerous. Neither have all out though as akuma didn't unleash his full power (shin/god Akuma or however you want to call it) and Oro himself didn't use both hands. Bare in mind he restricts himself a lot whe using just one hand if Akuma acknowledges him it says a lot.
but don't count out Gouken (Ryu's master and akuma's elder brother). Gouken survived and I think in SF4 at one point he saved Ryu from Akuma's wrath.
the strongest in SF universe is perhaps between (no particular order):
Gill, Akuma, Gouken, Ingrid, Oro.
Until they tell us more anyone of them can be the most powerful I think. though in SF5 since Ryu managed to unlock the power of nothingness he might now be up there too.
