Trouble reading attack data in practice
So obviously the blue numbers means frame advantage, and red numbers means frame disadvantage. I understand that if an attack gives 3 frames of advantage, then any moves that have a 3-frame startup or lower are safe to follow up with. Red moves that are -2 or -1 are when you should probably give up attacking and just start blocking, and going more negative than that, then you should probably expect to take damage if its blocked.

That being said, what I'm having trouble with is where an attack's startup frames is shown. From my understanding, the final number shown after an attack is how much advantage or disadvantage you have after the attack goes through. For a very brief moment, you can see a set number of frames ticking down before a move's active frames start, and I believe these to be the startup frames for the attack. With how nuanced SFV's practice mode is, I'm sure there's some very obvious option that I'm missing, but I can't find it. Simply, how do I view an attack's startup data without needing to do it over and over and just estimate how long it is?

Capcom has all frame data information on the CFN website. Every character has a sub-page for their frame data

https://game.capcom.com/cfn/sfv/character/

You can also look up Frame Assistant Tool which goes more in-depth with its info than Capcom. That has both a website and smartphone app

was hoping for more of an in-game solution, but thanks for pointing me towards the app

It's quite sad. For years, probably until season 5, you couldn't even see the on block number. It's actually a recent addition.

for real?

hopefully the new changes to it means they're still looking at it and i'm willing to hold onto some hope for that startup data

i haven't played too many fighting games, only really GG Xrd, but the practice mode in SFV is leaps and bounds better in the information it gives you compared to GG, lul
