Most of the mod don't work for me.
Created a mod file then pasted pak files. but after running this game mod don't appear. I think i'm missing some thing. 2-3 mods works fine. And all the mods are new.

There seems to be a lot of troubles with the last update and with some mods :gilgamesh:

If some of them are old, they wouldn't work (for example, SeanxKen, from moddah, is outdated and it doesn't work properly, because Ken's files have changed in the latest updates) :FireAlpaca:

A couple of reasons.

First, some mods are very old and they have not been updated, so they will not work with the latest version of the game. Make sure that the time stamp on the mod's post / deviant art page is recent. Also check the mod's description to see if it's been updated for the most recent version of the game.

Second, the ~mods folder method is flaky. Some of my mods stopped working so I had to use the Fluffy mod manager to get them back.

Major Updates often messed up mods, when the file/code structure changed, it's not something new introduced with the arcade edition.

All you can do is to wait for the modders to update the specific mod paths/code etc. Or if you have the time, you can update your favorite costumes by yourself with the help of "modders base" instructions.

There was one MOD manager, which could update outdated MODs, I'm not sure whether it's still the casen, I prefer to use the old and simple way of putting the mod/pak files into the ~MODs folder.

Contact the modder and tell him/her the problem, maybe they only have to update the mod. But, if they don't have the solution (or if they doesn't answer you), try to ask on Modderbase. There are a lot of threads there, and a lot of modders capable to help you.

There are a lot of Chun-Li's mods on StreetModders (some of mine too) and from different modders (BrutalAce, SleepingMaster, SegadordeLinks, TiggieWhite...),
Are you using mods on the same costume slot? (Maybe that's the reason ~ some are incompatible)
