other doesn't
First, some mods are very old and they have not been updated, so they will not work with the latest version of the game. Make sure that the time stamp on the mod's post / deviant art page is recent. Also check the mod's description to see if it's been updated for the most recent version of the game.
Second, the ~mods folder method is flaky. Some of my mods stopped working so I had to use the Fluffy mod manager to get them back.

All you can do is to wait for the modders to update the specific mod paths/code etc. Or if you have the time, you can update your favorite costumes by yourself with the help of "modders base" instructions.
There was one MOD manager, which could update outdated MODs, I'm not sure whether it's still the casen, I prefer to use the old and simple way of putting the mod/pak files into the ~MODs folder.
There are a lot of Chun-Li's mods on StreetModders (some of mine too) and from different modders (BrutalAce, SleepingMaster, SegadordeLinks, TiggieWhite...),
Are you using mods on the same costume slot? (Maybe that's the reason ~ some are incompatible)
