Premium costumes (3€99/costume) and CPT stages (9€99/one stage per year) can only be unlocked using real money.
The rest can be unlocked using Fight Money or real money (one season pass a year, 29€99 for 6 characters).
You can win FM by grinding boring solo modes, doing the weekly missions (~6500FM a week) , winning online matches (50FM per victory, a DLC character costs 100 000FM, a stage 70 000FM, a story costume 40 000FM etc...) and sometimes Capcom giveaways (30 000FM in August).
If you're a completionist, you're already doomed as some content has already been removed from the in-game store. Owning 100% of the game is painful and costly. People here will tell you there's no problem with having an incomplete game at full price because you likely don't use everything.
im a completionist, but i understand that i have to keep my obssessive compulsive disorder(just kidding about it, i know its a serious thing for some people) only for not real cash things, and im doing pretty well, at this point i just need a couple battle costumes to unlock all of them, i have all stages(except the ones you have to pay for it) and all color bundles(not the individuals, but honestly they are so lame that i dont care).
If you try to keep up with capcom you will spend a lot of money, and the worst part is, they realeased a lot content in the past for a limited time and you just cant have it now even if you are willing to pay, that SUCKS! But as people said, you can get all characters very easily, which is the important part of the game, and the leftovers of your FM you can spend with some stages and costumes but i dont think you will be able to get them all just grinding, you will have to choose which ones you like most.

That is all you need to fully enjoy and learn the game, the rest of the colours and skins are up to you if you want to spend money/FM on that.
Before I thought League was grindy but then I played SFV.

But you can definitely NOT unlock everything for free, it is a false rumor, Capcom never advertised it either.

Some specific premium content (cosmetics) such as battle costumes stages can not be unlocked without spending real money.
