Character Season Pass 1+2 is included in the Arcade Edition bundle.
Character Season Pass 1+2+3 is included in the Deluxe Edition 2018.
In the base game you have 16 default characters, the other DLC characters can be unlocked with the in - game currency fight money. Unlocking 3-4 DLC characters is no big deal, but in becomes slower afterwards with the new FM system.
I suggest getting the Arcade Edition bundle, if you are a new player and want to unlock as many characters as possible, the base game is only for players who want only a couple of DLC characters to unlock.
AE is the only version that is available so I can see where there would be some confusion. In the past you would have had to pay for AE itself (base version + Arcade Edition update like different versions of BlazBlue or Guilty Gear etc), but these days the game will automatically update to the latest version. As such, everyone is on the same version.
That said, it also means that you need to buy the bundle that provides both the game and the DLC characters.
