For Shotos, my choice is really between her and Ken. I'm not interested in Ryu or Akuma.
But I was told Chun Li is a good choice for a first timer, being that she's a charge character, and I feel like I was lied to a bit. I'm having a hard time getting a feel for her combos, especially her SBK's. They're really technical and timing specific.
Anyway, what I really want to know is, how does Sakura compare to Chun Li in terms of overall potential and difficulty of play?
Play who you feel comfortable with, and don't grow stagnant. Sakura could be a good beginner character for you because she is very straight forward, try her out.

But how difficult is Chun Li to play compared to Sakura? She seems really technical to me, specifically her SBK combos.
Charge characters were considered easy to learn back in Street Fighter 2. Back before players were expected to be able to figure out how to do a dragon punch motion, and before the consequences of a combo system were fully understood.
In the years since, developers started designing charge characters around the idea that players would know more advanced stuff, making them (at least in my eyes) more difficult for a starting player than "regular" characters.
I'd still say that Ryu is the basic all-round beginner character. He doesn't do anything fancy. His moves are basic, but they also cover the basics.
I'd argue Akuma isn't really a beginner character. He just benefits from arguably being overpowered. Ken can be a decent Ryu alternative, though his moveset gets a bit more complex. Sakura is pretty much just the Ryu alternative for when you don't want to play a male shoto.

I don't have trouble using charge moves by themselves, but I'm struggling to incorporate them into combos.
The one I'm trying to master is j.lp, cr.lp, s.mp, cr.mk, SBK.mk, and the timing is so strict on it. I can execute it semi-consistently in practice, but rarely does it all come together without getting blocked. Even the lk version of SBK is hard to chain properly.
Sakura's fine. Honest as all hell, so no cheating buttons to carry you. Which can get really jarring at times when faced against some of the nonsense in this game.
Because I like getting the opinion of those with more experience than me.
