Based on my experiences you can get one seasons worth of characters but anything more than that is a stretch.
And you if you decided to buy characters with FM you won't have enough to buy costumes, colors or stages. You can't make enough to buy everything that can be bought with FM. Capcom drastically reduced the amount of earnable FM with the Arcade Edition, and added a lot of ways to lose it, while earning nothing.
Not even close.
You can exploit Golden Soldier FM challenges with specific characters, just watch YouTube if you don't know how, chances are very low to loose with them, unless you fool around and experiment with other tactics.
Weekly FM missions are completely risk free and the main source for FM, after you've finished all single player stories, trials and leveled all your characters to max level (LVL50), or realistically LVL25++.
The other FM challenges are for cosmetics and not meant to earn FM.
FM is an option to unlock DLC characters, without investing additional real money, but your time, by playing the game. It should be fairly easy to unlock the whole season 3, if you purchase the Arcade Edition (bundle). It was never meant to unlock ALL available DLC content with it.
It was also realistic to unlock all DLC characters with the base game in Season 1+2, before the Arcade Edition changed the FM payouts. Everyone who played ~4 hours per week since February 2016, had enough FM to unlock S1+S2 + most S3 characters, without touching hard and extreme survival mode.
Since the FM system changes in Season 3, I suggest to purchase the Arcade Edition (S1+S2 bundle) on sale, if you are a new player and want to have all DLC characters in a reasonable time span, because it will be very grindy to unlock more than 6 DLC characters now, especially, if you purchase the base game only.
Wait for a sale and get the S1+S2 Arcade Edition bundle instead.

It was ~25 bucks on Steam's summer sale 2018.
there are just too many DLC characters and the FM system in it's current form isn't capable of giving you enough to get them all. when AE dropped Capcom removed the base version from the store, I think that was a good decision and I am a bit disapointed to see that it's back because it's going to set up situations where someone buys it and sees half the roster locked.
that being said, you should ask yourself if you really want every character. I have every character right now. I unlocked the first 12 (which now come with the AE version) with FM as they came out and I got the S3 pass (mostly for the huge costume bundle they were giving out at the time). and I have to admit I don't really play any of them. I mostly just stick to Karin, a base character.
if you are new to SF and want to try out everything then get AE and explore the roster. OR get the base game and play with one of the 16 launch characters + 2-3 DLC you can unlock reasobably quickly and play online. you can learn about the characters you don't have by playing against them online, and decide if they look fun or not.
you can also look up replays from every player in the world sorted by character and rank (one of this games most underrated features) and decide who looks fun that way
