What determines who has the Satsui No Hado?
Is it genetic? If it is, why does Akuma has it and not Gouken?

Is it through training? So Akuma embraces the killing intent thus having Satsui No Hado right? But Ryu doesn't embrace killing, so why does he have it? Same goes for Ken, he doesn't embrace killing, so make sense that he doesn't have it, but then now it doesn't make sense that Ryu has it.

Does Goutetsu have it? I can't find any info on it, it looks like he does but train to not use it and tries his best to not focus the martial arts on the killing intent. Make sense. But I still can't find 100% info fact if Goutestsu has it or not. So does he have it?

See? This makes no sense. What determines who gets the Satsui No Hado and who doesn't?

To tap into the Satsui no Hado, a person must be so consumed with the desire for victory and perfection, be close to death, or else possess such intense rage and hatred, that they are willing to kill. As such, only people who push themselves to be the best at any cost can take full advantage of it, however, the untrained mind can be driven into insanity if they are not mentally ready for it. Learning the Satsui no Hado is the first step in learning the most fatal technique known to all of their martial arts - the Shun Goku Satsu, also known as the Raging Demon.

That never works.

Akuma did it on Bison, Gill and Gouken and all 3 are either alive or shruged it off like nothing happend.

Based on Street Fighter Assassin´s Fist (The live action series, I really recommend you to watch it) Goutetsu could use the power of Satsui No Hado and become really strong and use deadly techniques but after using it he has to meditate a lot to get rid of it and be "clean" again. I guess Akuma don´t like meditation or just enjoys be filled with that dark energy.

Maybe Ryu have it because of his desire of be the best fighter, maybe his normal energy is not enough to make him so powerfull so he gets tempted by the Satsui No Hado.

Also yes, it is trough training, but training filled with Satsui No Hado like Akuma did, if Ryu starts training while using the Satsui No Hado he would become Evil Ryu, but seems that Ryu can´t really embrace it and control it like Akuma, Ryu just gets consumed by the Satsui No Hado, just like Oni

I don´t think it is genetic, thats more like the Devil Gene in Tekken, seems like it is something that just appears at certain stage of the Ankatsuken training and it is your decision to accept it or refuse it, thats why see Ryu meditating a lot in the Street Fighter V Cinematic history, he is getting rid of all the Satsui No Hado energy and as we saw after he defeat Necalli, he got completetly rid of it. Because Ryu reached that stage of the training, maybe now he will change his training aiming at the Mu No Ken style (The style Gouken starts using when he awakes after getting defeated by Akuma).

Maybe in the next Street Fighter we will have a Ryu who fights with a mixed style between Ryu, Gouken and Akuma. By the way I wish they add Evil Ryu to this game, as a non-canon character just like Super Street Fighter IV: AE, Evil Ryu with the V-Trigger mechanic could be something really cool to see.
