They took away some of her core features but they changed the character enough so that she can still perform, just in a different way. Ibuki takes more skill now than she did before and is less cheap than her SF4 iteration.
Cody has 0 redeeming features other than his VTriggers which are shockingly good. But with no decent normals it doesn't matter how good his Trigger is, he'll constantly be struggling to do well if he's always at low hp when he starts to get good. If I wanted a character that has a good trigger I wouldve stuck to Urien.

It was obvious that his game style would be different in SFV, especially since so many other characters also received more or less drastical changes.
People used to think Abigal whas low tier garbige day one and look how that turned out.
Also capcom has a tendency to buff character post season.
All of the characters from season 2 see constant play on tournamnets other than zeku maby.
Chanfes are they dont want to risk making a DLC character too op and make evrrione play it and turn the game in to mirorr match game.

With Alex you have people like Gunfight, World Combo, and even TwistedRivera championing these characters. Guile is obvious, he's top tier as hell. Ibuki has had players since her release with Xian and Yukadon being a notable few, Balrog has had a few, Brian F and Smug are notable and Urien has legends like RB, Dogura, and Nemo commanding him. Juri is the only character in season 1 where your statement would be correct, she's been trash since release
Season 2 to avoid making a huge list has Ed and Zeku seeing little to no play but that's 4 characters, which include EVO winner Akuma, and one of the highest tiered characters Menat on the list.
Season 3 has no characters like this not a single one of them has a notable person playing them and all of them either fall on the lower end of the mid tier spectrum or are just flat out low tier.
What? Nobody thought Abigail was low tier day 1. Abigail was OP day 1 and his pokes were insane. He could and I believe still can out poke Zangief light punch which was the longest jab in the game at the time. People hated Abigail because he a generic boss character from a game that practically nobody in the modern era even knows about. Even with Cody, you ask people which franchise he's from and 99/100 they'll say Street Fighter not Final Fight. Abigail was a nobody from a franchise nobody cared about anymore. Thats why people hated him Capcom kept giving the fans crap that they did not want.
That's fine and all, but you see what it's resulted in. Season 3 is filled with characters that yes, people actually want in the game, but nobody plays them because they are nowhere near viable in the game. They all have massive flaws that prevent them from even having fair matchups against mid tier characters, much less top tier ones.
Every single Season 3 character has had a dud in it and for the one guy I thought they couldn't mess it up, here comes Cody who plays nothing like he did before extremely stiff and practically unplayable. It's insulting how they've essentially spat in the face of the community when we didn't want new characters constantly, they decide to have a season with tons of old characters and they're all unplayable!
No one is playing him in tourneys because most tourneys ban characters that havent been out more than two weeks otherwise you'll end up with the Sakura situation where you can beat most people because they dont know the matchup.
Pretty sure Momochi is switching to Cody once he's allowed to play him.
And yes, every character got called trash on release except Menat who was simply too hard for most people to play.

Urien > OMEGANope
Akuma > Nope
Abigail > Nope
Menat > HYPERNope
The only time your statement was correct was regarding Ibuki because she turned out to be a really amazing character. I don't understand why people say that everybody called new characters trash when that couldn't be further from the truth. You seriously mean to tell me that people called Guile, the king of turtle and defensive playstyle, trash when he first came out? You seriously think people were that stupid? He was picked up immediately when he first came out, NuckleDu won the first CapcomCup of SFV with Guile on his team, you can't seriously tell me that people thought he was trash on release you're stupid if you think that's true; same goes for everybody else I listed.
With the exception of Ibuki, when every other new dlc character was released and was called trash, it was definitively correct! It doesn't take more than a week to figure out with a good amount of certainty whether or not a character is viable and Cody is far from it!
Akuma was def called trash since he couldnt throw backwards air fireballs anymore. Let's not change history.
Urien came out on the tail end of season 1 and, once again, no one gave him a chance because he "played different". Plus his buttons got better with season 2.
Guile didnt have bazooka knee in season 1 being +44. That also changed season 2.
Boxer also got buffed season 2.
Go back and look at the season 2 patch notes. Guile, Urien, and Boxer became top tier when they got buffed not when they came out.
Already mentioned Menat and Abigail was called trash based on his looks.
Been playing since the beginning so I remember all of this.
Granted, I did only recently begin playing a bit more again so there's definitely that newness factor at play but I'm not the only one that I've seen getting blown up by Cody.
I don't know man, different doesn't mean bad. You may want to wait before calling the character - or any character - "bad" so soon after its release.
