Color mods are tiny, < 1MB
Texture mods tend to be small, 5-15 MBs,
Mesh replacement mods (Hulkbuster skin) can be 20-50 MBs
There are two mod managers, I think the most end-user friendly is PMM (pak mod manager).
Make sure to disable mods before downloading game updates though, follow the mod managers instructions on how to refreash/update it before re-enabling mods.

All you need to be concerned about is your own system performance, most mods stay within the game's polygon and texture budget, but my "Glitz-n-Glam R.Mika" mod (that I created) changes the breast physics to be more realistic by making them softer and react to her movements more. This does utilize your CPU, so if you're under spec, then this could impact it slightly.
If your CPU is already minimum spec, then you're fine to use any mod.
