Cannot do Ryu's Denjin Renki (V trigger)

It says to press Heavy P and H K but it is not working. What gives?

Make sure your V-meter (there should be two red rectangular boxes) are both filled up fully.

Yea okay I found out what the problem was. My controller setting was set to custom and apparently the v trigger wasnt set up.
