try download xbox360 controller driver (https://www.microsoft.com/accessories/ja-jp/d/xbox-360-controller-for-windows)
and set RAP4 driver to use xbox360 controller for windows
if still not work, then use joytokey or x360ce
afaik RAP4 is directinput... SFV only support xinput
joytokey is for remap keyboard button
x360ce is for translate into xinput
My RAP4 has a toggle for that, though I know some don't.
There should also be a slider that says DP, LS, RS (directional pad, left stick, right stick). Could be an issue there.
Steam also implemented native D-input support in big picture mode in ~November 2016, which can interfere with SFV's internal D-input support, so it's often better to disable it in Steam before running SFV.
Try this general fix:
Unplug all your controllers first and then
Reset your SFV controller options
1. Press Win+R
2. Paste:

Additional steps (not always required):
A) for PS3/PS4/D-input controllers:
Set your controller to PS3 mode (if available) and your switch to D-PAD.
OR use the native XBOX 360 input mode (if available).
B) for any controller type:
Disable all 3rd party D-input wrappers + disable Steam controller API options in "Big Picture Mode",
this usually fixes it in most cases.

to bypass/navigate through the introduction menus use the keyboard buttons
"B" to accept and "N" to decline
If these buttons are not responding click with your mouse buttons anywhere on the SFV screen, even if the cursor is not visible, this will regain focus, now try to press "B" or "N" again
