Report a translation problem
Some effects appears only when you select High or Max on Post-Processing in Graphic Settings on Options. To disable them individually and keep the value at High or Max, go to C:\Users\<USER>\AppData\Local\StreetFighterV\Saved\Config\WindowsNoEditor, open the file Scalability.ini with NotePad, and add these lines (if don't want to disable Depth of Field, just remove the line), and save the file:
%localappdata%\StreetFighterV\saved\WindowsNoEditor\
When you press Enter your system will automatically replace the %localappdata% with the path to the correct folder so that's a chunk of the path that you don't need to know.

and you will probably want to make Scalability.ini "Read Only" once you edit it. Right-click, choose Properties, place a check mark into the Read Only box, click OK.

Huh. That's an unexpected but pleasant result.
I turn on anti-aliasing in the driver control panel. It looks so much better than the mushy AA that the game uses, IMO, it and runs very well on my machine. Maybe check that to see how well it runs for you and how it looks to your eyes?
I use that too. It's great! However prior to running a Vega 64 this mod caused a significant FPS drop for me. That was on an RX 580 XXX Edition. Someone may want to test that on their system before they play online with it.
I've no idea why this mod in particular hit performance as hard as it did. OTOH it could have just been the GPU drivers at the time too. But anyhow.
- in-game AA set to low
* Nvidia settings AA set to Enhance/8x
* Anisotropic filtering set to 16x
* Test performed at 1920x1080 - 59/60/61 FPS during the fight (animation before and after the fight dropped to 55 FPS - don't know how much impact this could have online)
* 4K game runs around 30 FPS which is increase of 5-11 FPS than before
Test was conducted on Union Graveyard stage; R.Mika Battle costume (I know that costume is resources demanding) vs Ken default.
Overall, I can see the improvement. After last two patches game started to perform poorly even tho I used the same settings as before.
For testing, Necalli during V-trigger is the laggiest character because he has lights in his hair. The stage matters too: Christmas stage, waterfall stage, Temple of Ascension, any of the CPT stages, and casino stage are all very laggy.
Fully endorse the rest of the suggestions though.
