I rarely have problems fighting similar level Ryu players, but Ken seems to own me every damn time lol.
I think it's not Ken himself, it's the player behind him some Ken players only spam DP or do tatsus.
Do Vegas EX diving roll or his flying EX grap or flying scissor move.

Since you seem to be new to the genre, your best start could be spend some time in training, read guides such as https://www.reddit.com/r/StreetFighter/wiki/v/giefsgym and putting some more thought in what you are doing. Although most of the "lessons" are written with Ryu in mind, you can still apply the principle to Vega if you just replace a special move or two. It may take some time before you really level up and have a better idea what you are trying to do, but nobody ever said it's quick and easy path to do so. I am not sure if there are that many useful Vega guides out there though unfortunately.
To add to it, you can kill Ken by simply blocking his shoryukens, Kens love to wake up by doing DP, they also like to DP after you strike them.
Learn when each of your opponents like to DP, and simply block it, then crush-counter them when they land.
Almost died drinking my coffee with this one. Best advice ever sir.
Unless you speak japanese, please use Claw, Boxer and Dictator instead.
