Spreading wrong information again.
Only major updates require full re-redownloads of the base game, the next major update will be in January 2018, when the Arcade Edition will be released, the last major update was several months ago.
Minor updates are released every 1-2 months and are between 500 MB - 1.500 MB in size.
The cinematic story mode (Shadow Falls) is optional and is not redownloaded every time.

And to answer OP's question, the current SFV version 02.090 sizes are:
Base game: 17,2 GB
Minor update download folder: 1,35 GB
Optional Cinematic Story Mode: 8,33 GB
Total size for all above: ~27 GB
So Gailim posted the correct information (the HDD/SSD file system block size can vary a little depending from your format options).
You'll need to keep some GB free for your page file, if you want to install SFV on your system file, so you should keep at least + 4 GB free for that option, better more.
They use UE4 for SFV , with UE4 if you want to change or add something you have to redownload the whole game. Every update so far have been at least 5GB and are now around 7-8GB compared to 2 years ago.

With the amount of content that'll add (hopefully), we're probably going to see a huge jump in the amount of space the game takes up (unfortunately).
I have a surprise for you: there was even a mini minor update which was smaller than 1 MB.
I've been uploading the game updates regularly for other players, who had issues getting them through the in-game updater, that's why I know this.
