I want to start a new slate with arcade edition. Haven't played for a long time and my best was silver, so I wouldn't say it's smurfing. It's cheaper (+getting a lot of FM) for me to get a it opposed to buying the all the dlc chars.
So my question is, can I make a new SFV account and use it on the same steam account I'm using right now?

But there is no need to do that anyway, why not just pre-order AE?

So you haven't bought any dlc characters with either rm or fm? If thats the case just wait for the AE release. I hardly doubt the cost of the s1+s2 character pass together will be higher than the AE by that time.

Is there any preorder option for the steam version at the moment? Haven't seen any offer.
All i know is that people which buy the s3 character pass till 31th january 2018 will also get the pre order bonus costumes.

Just create a new steam account, then family share your games with the new account then play street fighter 5 that way. There is no way to make another with the same steam account they are linked :P

What if I deliberately pre-order AE? Will it wipe out my old stats ? Lose all skins stages etc ?

Unfortunately your CFN ID is bound to your Steam ID.

And fortunately there are sales for character season passes, which allow you to get the remaining Arcade Edition DLC content for less than buying the Arcade Edition (if you don't need the 9 preorder bonus costumes).

Here you can get CSP1 for 10 bucks and CSP2 for ~22 bucks = 32 bucks in total atm.:

It's possible that there will be other season pass sales during the upcoming new year festivals.

Mind you that character season pass 1 has nearly the same content as Season Pass 2016, it was just renamed for clarification and probably no longer has the Guile Stage, which was a compensation for the delayed season pass 2016 delivery.
