Report a translation problem
- Control Panel > Hardware and Sound > Devices and Printers
- Your Arcade Stick should show up in the overview of devices, right click the device > click "game controls"
- New popup window shows up > click "properties"
- Press the face buttons and wiggle the stick to see if they are working
If you've confirmed it's working then there is nothing wrong with your arcade stick.Updated drivers check.
Have you used any "input wrapper software" such as x360ce/SFV_DInput when you used a game controller perhaps? If so, then remove it from the SFV install directory.
Set the TE2+ on "PS4" mode, make sure to have attached the device before starting up SFV(rookie mistake, just making sure)
The first time you start SFV with a xinput device an ingame popup menu should show up which asks you to press any button on your device to authenticate it. If you already used say a DS4 controller before and you are fine with how the buttons correllate to their function in the menu skip it, otherwise go into options.
The go into battle settings and set up your button layour for when you are playing.

If your PC doesn't even recognize your TE2+ after you've updated proper drivers but the lights are on then try it on another PC, or if you have the chance on a PS4 to make sure your device isn't broken.
If it is, sent it back, refund etc.
I have a TE2(Chun-Li version) stick, Windows 10, updated drivers, removed the inputwrapper, it was instantly recognized on SFV.

Madcatz their sticks used to be high quality products, they still are but you aren't the first i've heard having gotten a faulty arcade stick from them
Good(better) alternatives are:
I've x360ce for my Hori Ps3 stick. The first thing I made is delete it. But after some google searches, I tried to use this kind of setup with the stick on PS3 mode. It doesn't work... I installed the madcatz "plugin" (I thought with the SFV S2 this won't be usefull). It doesn't work too. I don't have the popup in game to authentify my stick.
In my opinion, it comes from the game. Not the stick or the PC.
I would like to get the magnificient Qanba Obsidian but I don't live in US... SO it ain't for me now... I've got the TE2+ because of a discount price. If knew it, I would have buy a Pro Kai.
Sounds like you botched the removal of xbox360ce. You need to delete more than just the executable from sfv's directory, there's a .ini file and there is at least one .dll file that will need to be deleted.

Switched to stick, had to relearn everything but atleast i could play comfortably without a controller ruining my experience, if anything owning an arcade stick made learning and playing fg's a much more enjoyable experience.

I SUGGEST TRYING THE METHOD TWILLI-ES POSTED.
Delete everything from x360ce first, in the win64 map there should only be the SFV application and nothing else.
Put it in PS4 mode.
It's possible eventhough you downloaded the drivers but they aren't properly installed. You can force it by doing this:
Even if there isn't a yellow exclamation mark, just select your device and force the driver update.
If it didn't work try the "xbox 360 controller for windows" driver instead of the MCZ provided driver. I should work under PS4 mode though, the PS3 mode might require the "xbox 360 controller for windows" driver.

If you still can't get it to work when you have it in PS4 mode try using the SFV_DInput inputwrapper by Dantarion and co. I never removed the DLL file i had in my SFV install directory before because it worked fine. However i removed it to see if i would run in similar problems you had, i didn't. Fyi, with SFV_DInput you drop a single DLL file in the SFV install directory and it'll work. No need to set anything up.
