I work in the philippines so i totally get your issue from my experience Globe is horrible Pldt is slightly better but in general the internet here kinda blows.
I don't think it's a population issue, it's a system design issue.

Of course you also need a reasonably low ping to avoid being filtered out by other players from other continents/regions.
Getting matches in EU between 1 - 5 minutes, while waiting in Training Mode (interrupted by pressing the start button to reset positions), automatchmaking is usually faster when most people are awake.
To be fair, Namcos MM can be as hit and miss as SFV's.
It took me in TTT2 sometimes seconds to find a match and sometimes I waited over 10 minutes.
In SFV it depends if the Server actualy locates you correctly. It takes me 30 seconds -2 minutes to find a match with someone from europe on a 4-5 bar connection.
While a friend of mine waits 5+ minutes and only gets people from OUTSIDE of europe.
I was really close to refunding this game because of the very long waiting time to land a match. More than 10 minutes, I waited and still no match. This never happens to me in CSGO, L4D, Grim Dawn or any other multiplayer game. However, after going through ||TWLL||'s guide, I immediately went to the Port Forwarding section and configured my router's settings accordingly.
I went back to the game and hit Casual Match. After a minute, I CONNECTED and got my first online match! DAMN, it worked!

I have a Globe internet too and it sucks sometimes. I finally found a solution to my problem by opening my ports in the router settings. I don't understand why some games work without opening ports while some others (like SFV) require us to open ports.
In any case, after my first match, I waited 3-5 minutes for the succeeding matches.
Yes it seems there aren't a lot of players from my country (a pity). After opening my ports though, I matched with players in my region. So it's cool :)
I chose the default settings and yes, PS4 connections are allowed. No prob though as this problem is now solved.
Haven't you had your first match? I solved it by opening my ports. Look at ||TWLL||'s guide on how to open ports. As soon as I did this, I got my first casual match :)
Oh man, I was so close to never playing this game anymore. I waiting for more than 10 minutes and still no match. Port forwarding did the trick for me.

The reason is how matchmaking works in SFV and some other games, which use P2P (Peer to Peer) connections for better latency:
There is not a centralized server (like in shooters or RPGs), where all players are playing on together, but only a handshake server, which provides "lists of available players", the player still connect directly to each other and need to have a public IP/open ports, this is a very simplified explanation, without going into tech details.
