In short keep the files:
dlc.manifest and Ver110221_Steam.pak
What does the "~MOD\" the tilde mean ? So i need to create the floder \MOD\ ?
Get those .pak files loaded automatic when i start SFV ?

Just to keep the mods separate from your original game *.pak files.
All .pak files in:
C:\ProgramFiles\Steam\steamapps\common\StreetFighterV\StreetFighterV\Content\Paks\
And
%LocalAppData%\StreetFighterV\download
Are loaded automatically, if they have the proper game file structure/files.
I copied the .pak file like so:
C:\ProgramFiles\Steam\steamapps\common\StreetFighterV\StreetFighterV\Content\Paks\~MOD\Cammy_Orchid_C1.pak
When i start now SFV. It doesnt work. I don't see the costume.
What do you mean with the %LocalAppData%\StreetFighterV\download floder ? Do i need to copy the .pak file there to ?

What if a new Update is coming do the mods work after the update ?
Does this overrite the standard costume(like SF4) or add it ?
The mod what i try to install is OUTDATED is this maybe a problem ?

The Cammy_Orchid_C1.pak is outdated it doesn't work. I tried a other mod and this mod works now.
The mod replaces the Standard costume like SF4. Is there no way to ADD costumes instead to replace the standard one ?
You can't add additional costume slots, but only use/replace the existing ones. The modders usually tell you, which slots the modded costumes use by default.
