It's not unbalanced. Every game will have tiers if you have different characters with different properies. The goal is to make the tiers so that a low tier will not auto lose to a high tier which turbo is pretty good with avoiding. Certain characters have advantages over others but it isn't like SF5 with Urien being able to outjab and outkick half the cast or boxer being able to keep people out until he V-triggers FTW.
Tier list for Turbo:
Tier 1:
Dhalsim, Claw, Boxer, O.Sagat
Tier 2:
Chun-Li, Dee Jay, Ryu
Tier 3:
Guile, O.T.Hawk, Dictator, Honda, Ken, Sagat, Fei-Long
Tier 4:
T.Hawk, Blanka, Cammy, Zangief
Honda is dead if pit against Guile.
I'll agree with the graphics, even though SF4 didn't look dated because it used a cartoonish style. Unifying the playerbase I forgot about, that's definitely a big one - but again, something that could have been patched into SF4. Improved fighting system, however, no.
This lead to lots of the the fight system glitches that can't be repaired. Mix-ups/combos that only work on one side of the screen but not the other, Gen's jump kicks randomly cross-up REGARDLESS of where he lands, even when doing neutral jump.
Various glitches regarding hit boxes were a result of the left over half built foundation of a poor Tekken/DOA pretender that SFIV (ALMOST) became.
Thos problems were rooted deep into the design of the game, and could be fixed without rebuilding from sratch.
SFV needed to happen, it's a shame that they self sabotaged it so badly.
Fix'd
Depends on if you're going by Japanese or American tier lists but it's pretty similar to be honest and Akuma doesn't count. He wasn't meant to be balanced at all.
I don't think Capcom ever wanted Ryu to be anything but a beginner character who is good at everything but not great at anything. Season 2 SF5 Ryu just makes me sad to see though.
His fireball is a joke, he can't poke well, and, besides a hit confirm into super combo, can't punish that well either. Also, his v-trigger isn't great and his V-skill is fun to use but not useful at punishing.
