Why Sakura? She's copy-paste.
Fireball - check
Hurricane kick - check
Uppercut - check
She's a clone. Her moves might come out different but she's as much a shotoclone as Dan.
If they put her in, she won't have the same moveset so might as well make a new character.
There really isn't anything 'unique' or interesting about her that could seperate her from the rest of the cast. Not that I'm one of the Skittles crowd anyways, I couldn't care much less.
Honestly, you've just listed about 60% of the general special moves every character has in every Street Fighter game anyway. The other 2 being.
Command throw - check.
Rekka - check.
I guess you could also add in escape options in this.. like a teleport.. but most FGC players ingore that anyway when discussing character design, meta and balance. Because most players are a couple of cans short of a six pack.
I mean how far does the community want to take this stupid character diversity argument anyways? Character has 2 arms and 2 legs! NOPE! Not diverse enough!
Next they'll be asking for unique female characters with 3 legs.
Instead of focussing on whats truly important - Fun gameplay.
If Capcom STILL hasn't figured out why Street Fighter 5 is flopping, then let me type out a big hint again: >> FUN GAMEPLAY. << ... And Version 2017 (season 2) has taken alot of the fun out of the game for a whole host of reasons. It's actually gone backwards.

Let's be real. We can name all the shotoclones:
Ryu, Ken, Dan, Sagat, Sakura, Akuma, Evil Ryu,
And the list goes on. I like the fact that Ryu and Ken play completely different now.
"But Sakura can hurricane in an arc!!"
People bitc* and complained when Decapre was announced because she was a "clone".
I'm learning people don't know what they want. They want the same game but different.
