So just like in HoMM3 now, you can make maps/templates and select which spells are allowed and which aren't, or at least you should be able to.
Many 'broken' spells get removed in templates in Homm3 pvp, like the blind you mentioned, but also other like slow and haste, ressurection, most summoning spells etc. Depends on template.
So just having that option is enough.
As for singleplayer, it's fun, don't remove it. I want to be able to mess around with all the OP spells.
Also the Blind spell was there since HoMM 1 game, and Mass Blind can be cast in HoMM 2, If I'm not mistaken, and that is much more overpowered against anything except for undead and / or magic resistant units.
No such spell exists, the closest to a mass control spell is Expert Berserk in HoMM3 and Cloud of Confusion in HoMM4 which are just AOE. Mass enemy spells are limited to stat debuffs
