I'm generally pretty positive on the artstyle, but I do agree that that particular creature looks like a mess. Maybe it'll make more sense when we find out what it is.
The dual wield angel look is decent but I agree they dont need to be covered in over the top armor like they are from Warcraft. I dont dislike them but think they could be improved with the "less is more" philosophy.
They pretty much copied pretentious HOMM 6 angel.

H5 started this trend but at least H5 angels only had 1 silly anime sword. H6 and 7 upped it all the way to absurdum.
It's not cool, it's not badass, it just... laughable.
Truly powerful beings do not show off like that ("look at my BIIIIIIIG sword!").
H3 archangels that looked like chad winged Ancient Greek warriors but were swift & deadly on the field of battle felt way more powerful than these poseurs.
I wish that they at least didn't lean that much into the cartoony / blizzard style art with oversized body characteristics and weapons.
Look at the painting style art from Heroes 3 inspired by renaissance art - rich in detail - realistic sizes, you can't top this:

Their original design was "pefectly normal winged athletic dudes" in several consecutive games.
Also afaik their lore as androids/cyborgs/whatever was never officially implemented in the games and it's just "meta" knowledge from interviews.
First, afaik, none of that is official in-game lore. It's just some scarce speculative information based on a couple of vague sentences from a couple of interviews and is on the same level as, say, Drew Karpyshyn's alternative view of ME's Reapers and their purpose which in the end never made it to the games.
Second, mechanically angels have always been perfectly normal living creatures: healable, resurrectable, poisonable etc.
Third, it's not an "eArLiEr VeRsIoN". In their speculative "cyborg" lore, they are presumed to have been created by the Ancients loooooooooooooooooooong ago, like centuries ago, not 15 years ago or so. It's been centuries since all work on them was finished.
It's a little hard to make out the full details since all we've seen them in is the background of blurry gameplay footage in YouTube videos. I'm sure that, like everything else people have complained about, it'll look better in-game.
They have no faces, just glowing eyes. They have feathers or wings growing out of their heads, backs, arms and hips and they also have talons similar to bats on their main wings. They don't really have legs or at least feet. They are in the perfect halfway spot between modern angels and being "biblically accurate" to be able to pass for something benign at first glance and then hit you right in the psyche as remarkably disturbing when you examine them thoroughly.
It's like with laws - a politician can tell you many things on TV but until his words were written down and legally passed as a law, they mean nothing.
Also, if anything, writers hardly ever reveal actual "plot twist" lore that wasn't officially mentioned anywhere in the product yet. When a writer just spills the beans in interviews, it usually means that that particular storyline/idea/etc. was abandoned.
What makes you think they're newly made and not originals who were simply in cryostasis somewhere?
Where did you get that from? Is there already an up-close image of H:OE angel somewhere?
