Season 1-3?
Sentai has the licenses to HIgurashi (Season 1), HIgurashi Kai (Season 2), and Higurashi Rei (3rd OVA season). And I'm hoping they'll also try to license Higurashi Kira and Outbreak as well.
Conversely I was desperately trying to forget that Rei and Kira even existed.
Dunno about legal free sources for it, but you can definitely buy the subtitled English version of seasons 1 and 2. Got it here in Australia from a common and/or garden JB Hifi store for the standard Australian $20-30 or more per DVD. At 4 DVDs total for two seasons that's kind of steep but heck, this is the second time I've paid for this chapter so I'm clearly okay with throwing money at this series :V

Siren visual (Australian) sold each season in 4 disc sets for $50NZD each, so you might be able to get it a little cheaper if you don't buy individual discs. That said, I can't source season 1, part 14-26, at all from NZ. Maybe you'll have better luck over there?
From what I've heard, any streaming sites offering the Higurashi anime are doing so illegally.

As of right now, you can legally stream Season 1 of Higurashi on Hulu here[www.hulu.com] with no subscription needed! Enjoy everyone! Currently, 25 of the episodes are available in subtitles (1 - 5, 7 - 26), and episode 6 is available with the (admittedly less than stellar) English dub made by Geneon way back when.
Edit: actually, the episode listed as being dubbed is still in Japanese with subtitles, it must just be an error on the website. *shrugs*

Good to see that its coming back into circulation. Wonder if the second season will ever get localized. Higurashi is in an awkward spot, the first season got localized but its dub is not very good and its unlikely the cast that voiced them would be brought back regardless. The series is also sort of past its prime in that most people who would have wanted to see the second season have probably already watched it. So I'm curious if maybe Sentai could just release a sub only for the 2nd season. I dunno, is there precedence with other serieses that Sentai has worked on before that were in a similar situation?

Seeing as they have the first season for streaming on Hulu, they'll probably put season 2 & 3 there also.

Ah, thanks for telling me. Also was the third season Rei? I thought that was just some pseudo spin-off.
Third season is a five episode mini season. Saikoroshi-hen is an epilogue arc to Higurashi Kai.
...... i've figured this out already guys...
If you're willing to shell out a few dollars. Amazon I believe has all the seasons for sale on Blue-ray and DVD.
