Problem with 1080p at 60hz
My monitor is 1080p 144hz and I want play in 60hz, but the game doesnt shows the option with 60hz, only in 144hz. I cant play with fullscreen.

Go to display settings within windows for your monitor "not in-game" and see what refresh rate your monitor will drop too when you change it.

As long as your having decent frame pacing at 60fps at 144hz and no noticed latency than i would not change it.

I looked in the settings and saw that it is already at 60 HZ, but the option still does not appear in the game.

The game doesnt properly initialize all display Hz, but you can open up the game folder and open "data/DisplaySettings.xml".
Then set your Hz to RefreshRateNumerator with value of your Hz and RefreshRateDenominator to 1.

I tried that too, but it didn't work, the option with 60 hz didn't appear

There's a tool called Custom Resolution Utility (CRU). You can delete any or all resolutions from the EDID used when Windows determines what your available resolutions are based upon the display connected to the pc.

It works.
