Rare packs are never worth more than a dollar?
I have opened a lot of packs at this point and I can say with confidence that you designed the rare packs to be worthless. This is bad game design, I shouldn't have to spend hours opening packs to learn that I have been wasting my time and money and being punished for no reason. Instead of wasting my time and money, make each pack have it's own special cards that you can pull, so I should be enticed to open rare packs because they should offer something unique that I can only get in those packs, and some of the cards some of the time should be worth more than .30 cents. It's just chomp change over, and over, and over, for hundreds of packs, why?

I got a card worth like 112 bucks out of a rare pack. I often get cards worth 6 bucks or 12 bucks out of them.

Granted, I open tons of them with no cards worth over a dollar as well.
My currency is GBP, but virtually all my packs are way above £1. (Not sure if the currency converts accurately or if it it's $1 = £1)

Proof of concept, opened 5 packs just now:

£30.00
£12.40
£7.19
£11.81
£2.31

I tried USD for fun:

$1.73
$3.51
$8.36
$4.53
$4.54

So 10 packs = 100% all above $1.
Rare packs are without a doubt better than basic.

The game for me says an individual pack is worth $2. Market values fluctuate, as do the card prices. So maybe due to tournaments, you've butchered the economy of the cards? (Pauper events maybe?) But my market value of a rare card pack right now is $3.37

Considering all but one were above that cost, seems reasonable to me.

the cost was $133 rounded up.

I opened every pack (64) and these are all the ones I got over $10 I rounded all these down.

Total = $1,036 and that's before I mark them up 10% and round up.

you make so much money on packs.. honestly it's too much you can't lose.

In my store the markup is more like 15-25% - I noticed they don't complain about overly expensive cases but they're a bit more sensitive to overly expensive individual packs.

I'm at a point where I just want rounded numbers, lol.

OK so this is so funny.. because I just did another 64 packs.. and I got no joke.. 3.. 3 cards over $10. I got one for $26, one for $14 and then one for $56 so definitely lost money on that box haha. It really is complete RNG... might be my worst luck ever in this game so far to be honest.

the standard event can make a set go down multiple days in a row. Could just be unlucky to hit that most of the time with no price raise to go with it?

you are definitely just drawing the short straw. however i do like your idea, magic the gathering has a system so in each booster pack there is a guaranteed rare. and if i am not mistaken Pokemon has a similar thing going on
