"Dying" is really context-dependent when it comes to these kinds of discussions. On one hand, it’s understandable for a game like Elder Scrolls Online, which has been around since 2014, to experience some decline as time passes. But the term "dying" doesn’t just refer to the game's age or the sheer amount of content it has. While the game is undeniably vast and filled with quests, the question is whether the quality is matching the quantity.
What I think contributes to the "dying" feeling is more about the decisions being made. For example, switching from the Chapter model to the more expensive Season Pass system, alongside the growing focus on vanity items and paid cosmetics, has a tendency to alienate long-time players. These changes might be causing the player retention rate to dip lower than the influx of new players, which is a huge deal in the game's sustainability.
Also, while it's been around for 11yrs, this game hasn't had the best experience even before it launched because of greedy decisions. One Tamriel was a cool update way back when, but someone may have looked at it and assumed they lost too many players to allow a truly split up PvE set up, so they changed it where you can go wherever you please regardless of Alliance and Level from the start after the Tutorial.
