Its daily questing. So if you've done some/all for today, you need to wait for tomorrow (or at quest reset time) for you to be able to do it again.
At those three locations, you'll find a daily quest from each of the Jester Rulers (Emeric in Daggerfall, Ayrenn in Auridon, and Jorunn in Stonefalls). Those quests take place strictly within that ruler's zone and you can repeat each of those quests once per day.
You'll also find another daily offered by Samuel Gourone. This one involves a bit of running around, but it stays within the three zones (Glenumbra, Auridon, and Stonefalls). It can be turned in at any of the three locations, not just the one where you got it.
At the Ebonheart location, you'll find another daily offered by Soars-in-Laughter. This one can send you to one of the starter zones, but it's a quick in-and-out kind of quest.
Also at all three locations you'll find a flyer for a quest called "A Foe Most Porcine." This takes place at the Hammerdeath Arena in Stormhaven (the fourth location) and there are two festival dailies there.
The first toon to complete a festival daily gets a gold Ultimate Jester's Festival Box and your account gets three event tickets. All other dailies completed get a purple Jester's Festival Box, but no tickets. Note that the boxes are character-bound, so you might want to be picky about which toon turns in the first one. The rest don't matter.
Keep in mind that you can't have more than 12 event tickets, so be careful that you spend some before hitting that limit or you'll lose any extras.
Three event tickets per day from the Jesters Festival (four or five days remaining), then three event ticket per day from the anniversary event (April 6 to April 18)? I'd say that's doable. The Nacent Indrik (the base version) takes a total of 20 tickets. Seasonal upgrades take another 20 each, IIRC.
and also what time does the last day of this event end since i dont wanna miss getting my last 3 tickets

That kind of stuff sometimes shows up at the top of my Steam library screen (often ignored), but ESO content creators on YouTube also talk about it right around the time it gets announced. It's kind of 50/50 when it comes to where I first hear about it, but I try to rely more on what ZOS says rather than what someone on YouTube says ZOS said.
Events commonly start/end at 10AM Eastern/7AM Pacific. No idea why they pick that particular time other than it being morning in the US time zones.
Ahh didn't know I could just quit those.. I ended up doing the other quests and after doing them in 3 different maps I got a hat skin.. not sure if you can get that from repeating the same one but it wasn't a big deal to do the quests in the other map, specially if you avoid doing the normal content there like I did.. will save that for later ^^
