i alt tab out and trying to use google or steam is a slug feast.
i don't get 100% gpu use tho, and even in 4k when running this game im lucky to ht 40% gpu or cpu use.
4k 170HZ screen, I7-12700KF - 64GB Ram - ROG Strix 690-a - ROG Strix 4070TI - all 7.000m/s NVMEs.

I guess problem is on your end...
BTW ESO isnt very demanding on 4k....
its just upscaling the 2k textures so additional VRam load and GPU usage is minimal....
Even with it on (if it isn't set through NVIDIA's app) you might see that a loading screen or alt-tabbing will send the framerate skyrocketing.
another huge resource hog is the launcher, close it as soon as you load the game and you will see that your resource usage drops substantially.
