The Dominion's Alchemist quest bugged.

In the dominion's alchemist quest, the first thing they tell you to do is speak with Vicecanon Heita Meen, but when i come to her location, she is dead. I have looked it up and there is no reason for her NPC to be dead. Is there any known way to fix this bug? I have attempted to repair the game multiple times.

There is a pre-quest that has to be completed before doing this one.
You have finished the 'The Mnemic Egg' quest? Or the keystone quests?

yes, i can accept the quest and all and i have done that one, but the NPC for it is dead for no reason

The instance your in for that quest is not private, there is a chance someone with the quest just killed her before you got there. Normally this is not an issue cause it will update your quest. But sometimes it bugs, so you have to drop the quest and pick it up again.

She also has a few spots she spawns at, and only one is for the quest, where exactly are you when you found her corpse?

Have you completed her other quests, "Three Tender Souls", just talked to a guild mate who said if you have not completed all quests linked to Vicecanon Heita Meen, you can't start Dominion's Alchemist quest

but i can start the quest, so i must have completed them
