The deleting *.version files thing worked for me, you might want to try that one also!
Yeah.. but we also have to understand that building 50GB ++ of game is not an easy task and bug free.
At least we have solution for this matter, and I tried the solution which works until now :)
The solution posted by Bount on this thread also not working..
Im wondering if they will fix this soon on the next patch.. Please..
run steam as administrator. by right clikc your steam icon and select 'run as administrator' then click play on the ESO library page.
if REPAIR shows up, i just close out and try that method again and its been working.
SOLUTION:
In trying to work this patch problem out I discovered that the Game_Player.version file exists in two places.
The first place is misleading and can lead people into deleting an erroneous file that will cause the fix to fail again since the real file is not deleted. The file under the Folder "game_player" does not update when deleted, leading me to surmise that it is not the one that needs deleting.
The file of the same name "game_player.version" also exists under the "Game" folder and if deleted does get replaced, so I am assuming that is the correct one to delete.
ALSO, the "vo_en.version" file, under the "vo_en" folder gets replaced so that is another file that should be deleted in this fix process.
THE SOLUTION THAT WORKED FOR ME:
1) goto the steam install folder for the program. (mine is)
C:\Program Files (x86)\Steam\Steam Apps\Common\Zenimax Online\The Elder Scrolls Online
2) Delete the "game_player.version" file under the "game" folder (updated for me)
3) Delete the "game_player.version" file under the "game_player" folder ( did not update)
4) Delete the "vo_en.version" file under the "vo_en" folder (updated for me)
5) Delete the "vo_de.version" file under the "vo_de" folder (did not update)
6) Delete the "vo_fr.version" file under the "vo_fr" folder (did not update)
7) Restart Computer
8) Start up Steam and run the program from your steam library
9) the launch window will appear and the Patch will run again. (let it re-patch)
10) log in and have fun.

TRY GOING TO THE LAUNCHER SETTINGS AND UNCHECKING THE RUN 64BIT CLIENT.
I know it doesnt make any sense since my system is a 64 bit, but it worked. Also this was my first time to actually start the game with the first time login so super elated.
Im glad the community and fellow gamers provide so much input & troubleshooting.
