weird issue with camera...

kinda hard to explain.... when i move the camera around, the environment doesnt move smoothly with it. it basically looks like my fps is low but my fps isnt low. it stays at 100. i googled the issue and there was a reddit post from 8 years ago that sounded like the same thing and the "fix" in the comments said to change these 2 things in nvda control panel but that didn't fix it. this just started a couple days ago and the only thing that has changed was that i got a new mouse but i havent really played eso in a like a week so idk if the issue started happening before or after i got the new mouse. this isn't happening in any other game, only eso. any ideas?

Motion Blur - try on/off and see how it goes. Change mouse sensitivity up and down and see how it looks then. Update graphic drivers. Reset Nvidia settings for ESO, see how it looks, then tweak where needed. Play with subsampling even. Honestly, those are things I'd do first and you didn't give many details so idk. I don't have any issues with camera movement in ESO no matter the mouse or settings. It can be anything, FOV included since ESO has constant issues with camera when you change default FOV, I set it to max and sometimes target reticle goes wild but I got used to it, it doesn't cause camera movement issues though.
All in all, this can be just a simple thing - Elder Lags Online
