So it says that it include all pre-addons delux bonuses. Is it true or it is delux items from Gold Road and only past addons?

If you look at the Gold Road page, the graphic explicitly says it's all deluxe items from Gold Road and the 7 previous chapters. And in the "about this game" section it says:

Those who purchase The Elder Scrolls Online Deluxe Upgrade: Gold Road or The Elder Scrolls Online Deluxe Collection: Gold Road will receive the Deluxe in-game items, including:

All past Chapter Collector's Edition / Deluxe items** (only included in The Elder Scrolls Online Deluxe Collection: Gold Road)
Mount: West Weald Tharriker
Pet: Skingrad Guard Mastiff
Outfit Style: Skingrad Vedette Armor Pack
Memento: Ulfsild's Tome of Legends

Not sure what other "deluxe" items you thought you might get.

It seems they are not included in steam deluxe edition. But look at "blackwood collectors upgrade" in the crown store - you will find all the listed items there.

ED: As a conclusion: It seems crown store "collector's upgrades" are more complete than steam deluxe edition. Because crown store upgrades include preorder bonuses too.
