I'd recommend maybe waiting for a sale on Steam so you aren't shoveling full price out
When the game launched back in 2014 the cost of the game was $79.99 The game WASN'T free when the game first came out.
Buy the base game on Steam on sale and link your ZOS account to your Steam. You'll have access to everything you have on your ZOS account (vice versa, you can then buy DLC through Steam and it'll be accessible through standalone too!). I did this many years ago. Just be aware that once you link, it's very much a pain in the butt to unlink with Support, so be extra sure you're using the right accounts and treat it as if its permanent.
That was the cost for the Imperial Edition. Standard Edition was $60. Game was never free lol. It was buy-to-play with mandatory sub, which changed to optional sub in 2015. It's still buy-to-play.

The only reason to buy the collection is if you don't already have most of it. Otherwise they can buy the base game on Steam for 5 bucks and still have access to all the content they've already purchased.
