Transfer retail to steam?
So, i've owned retail for a while loong before bethesda launcher. Now That ESO is on steam. I'd like to come back and take advantage of the sales. I've linked my ESO account. So, how would I add the game to my library with out having to buy it again? AND NOT using "add non-steam game"

You need to buy it like I had to to add your retail account to Steam. I've been playing on and off since beta and wanted to add the game to steam. Game cost me $79.99 when it launched.

Key points about the 2014 Elder Scrolls price:
Standard price: $60 for the base game. Digital Imperial Edition $79.99
Subscription model (initially): A monthly fee was required to access all content after purchasing the base game.
Later change: Bethesda transitioned to a "Tamriel Unlimited" system where players could purchase the game once and access most content without a subscription.

On 04/09/2014 I bought the Digital Imperial Edition for $79.99

You have to buy the base-game on Steam. You do NOT have to rebuy any expansions, as any expansions you purchased before are automatically tied to your account. At least, that's how it was when I switched to Steam.
I'd recommend maybe waiting for a sale on Steam so you aren't shoveling full price out

Buy the base game on Steam on sale and link your ZOS account to your Steam. You'll have access to everything you have on your ZOS account (vice versa, you can then buy DLC through Steam and it'll be accessible through standalone too!). I did this many years ago. Just be aware that once you link, it's very much a pain in the butt to unlink with Support, so be extra sure you're using the right accounts and treat it as if its permanent.

no just rebuy it , I bought imperial ce at release but rebought entire collection for 19 euro on sale with a sub so its pretty cheap on sale

The only reason to buy the collection is if you don't already have most of it. Otherwise they can buy the base game on Steam for 5 bucks and still have access to all the content they've already purchased.
