When you sub on ESO, you got all the Expansions UP TO THE LAST ONE and all the DLC's for your Subscription time. When your sub ends, you lose access to all of that.
When you buy the Collection Pack on Steam (the most pricey one) you get access to all of the Expansions BUT not the DLC's (there are around 20 paid DLC's)
If you are casual and don't have too much time to play, I'd suggest just buying the Collection when it goes on sale.
The DLC maps are nice, but DLC dungeons are harder than normal dungeons, especially on veteran difficulty.
I am not sure if this will work for new content from 2025 onwards, as ZOS are saying Sub only for the next DLC, but it's a good way to get all the old DLC.
And if you have ESO plus you iwll also earn 10 percent more experience points and gold coins when ESO plus is active.
The most economical thing for a casual is to just buy the Elder Scrolls Online Collection: Gold Road, which gives you almost the whole game. One time payment, complete everything in 5 years or don't, because it's a lot of story content. If you're casual enough, maybe even just get the $20 basic edition, because you might not even finish that. Speaking as a casual player myself, btw. (Also if you wait for a sale, you can get a steep discount, they happen fairly often.)
ESO+ is generally a bad option, since it punishes you for not spending time in the game world. This is not psychologically sound. 14/7 MMO junkies might consider it the most economical, but for us casuals, it's a trap.
