The only thing that carries over to active Werewolf are racial and class passives that aren't ability related; weapon passives don't carry into active Werewolf either. It's going to be a little easier when Subclassing comes out to mix and match. Some are changing in U46 so what may work today won't work the same in less than a month away. All things are subject to change since they're still testing stuff.

These skills will min/max werewolf dps and some substain from assassin skill line when a enemy dies when you damage them.
