ESO+ is a monthly subscription that gives you access to whole game except the latest big DLC, and gives you some crowns on top of that too so you can maybe save up for a dlc you like the most for keeping.
I'd suggest starting with the base game and seeing if you like the game.
The ESO+ deal is worth it if you plan to finish most of the content in the month, but you don't have permanent acess to the dlcs.
What might instead be worth if you like the game is getting either "The Elder Scrolls Online Collection: Necrom" which includes majority of the big dlcs and can be acquired for quite cheap on sites that sell game codes, or "Collection: Gold Road" which includes every major dlc except the upcoming one, but will be pricier as it's still quite fresh.
But note that the dark brotherhood questline is not part of the big expansion dlcs so either way that needs to be bought separately either through subscription or through ingame store for the crown currency for a permanent acess, so if you are only insterested in that then that's the way.
