Anyway, I checked the link you posted and noticed something:
“ESO Store (PC/Mac)
Only players who do not currently have an active ESO Plus membership can access the sale.
Steam (PC/Mac)
All Steam players, including those with active memberships, can access the sale.”
If I’m reading this correctly, it seems to determine where you brought ESO+ from. If you ordered the membership from Steam, then the discount should work. If from the official website, you won’t get the discount if you already have an active membership at the time.
With that said, where did you get the 30 day membership from?
So I got the subscription on Steam. My membership ran out today so I cancelled then I resubscribed through steam and the full amount got deducted from my Steam wallet instead of the discounted amount.

Would gladly get my 7Euro back, i mean i even reread the offer "All Player in Steam" I bought ESO+ always over steam...

Anyway, my guess would be that the Steam offer only works for players, that haven't had any ESO+ sub. in the past - if this works for you, don't forget to claim the latest companions for free while your sub. is up and running.
But they said in announcement that all Steam players can use the 50% promo
Also, ESO support is so funny. They sent me back to Steam but I contacted Steam earlier and Steam ofc sent me to ZOS because that's not Steam's promo. And when I told these dudes that Steam sent me to them so sorry, gotta get your *** together and fix it, they asked me for... DRUMROLL... a video illustrating the issue
