The easiest to get decent sets are:

1. Mother's Sorrow - need to be farmed at Deshaan,
2. Law of Julianos - craftable at Wrothgar,
3. Order's Wrath - craftable at High Isle and Amenos.

All this sets are build around critical damage build (meta). All that sets aren't as good as trials and top dungeon sets, but you can start with them.

By the way, your class would tell more about what to recommend to you, then race.

For most content, your dps isn't going to matter. Don't let self important clowns tell you otherwise.

Where you do need to start thinking about your dps, however, is in harder content such as veterans and trials. Dps checks are a real thing there and you'll be expected to meet a minimum baseline.

A few decent sets have already been mentioned. There are also some good sets found via PvP vendors if you are interested in doing PvP. A common one is Deadly Strikes. Can be bought from other players or can get from PvP vendor (RNG based =x).

Keep in mind that while gear and enchant selections are important, the majority of your performance is largely dependent on selecting the correct abilities to synergize with your gear and the skill to know how and went to use them. If those components don't accompany your gear, your dps will remain mediocre.

If you are serious about wanting to elevate your game, you are going to need to spend some time practicing in front of a target dummy and comparing numbers spit out by a reliable damage meter mod. Keep in mind that target dummies don't take into account fights where you have to move a lot so you'll need to simulate and build for that as well.

If you can't be bothered with thinking about this stuff too much, then head on over to youtube, skim through a number of beginner guides, find a playstyle that appeals to you and then copy the build. Then practice.

High Elf Sorcerer was my 2nd character. I made it for end game PvE specifically years ago.
I am not using it anymore, but when I went my first veteran trial with it I had Mother's Sorrow and Law of Julianos (Order's Wrath didnt exist then). Last 2 pices was Ilambris monster set.

With time, my options get wider and I moved to Maw of the Infernal + Medusa set + Perfect False God's Devotion.
But these are sets that are farmed in veteran dungeons and trials.

Today I would wear another combination of sets but it's pointless to write about it here. For now, 2 of the 3 sets mentioned above are enough for you.

Question is what for last 2 pieces. There are 4 variants:

1. easiest is 2 pieces Armor of the Trainee (+health and +magicka). You can farm this set in Khenarthi's Roost and other alliance starting locations.

Because this set can only be found in tutorial zones that do not have dungeons, world bosses or world events, pieces can only be acquired from treasure chests, Thieves Troves, and Psijic portals or as quest rewards.

2. one Mythic sets and 1 other pieces (some monster set), there is several posibilites, but Velothi Ur-Mage's Amulet is for sorc good because of space on skill bar of pet sorc. This variant demand Antiquity skills from Western Skyrim (DLC). It is also conected with grind, hunting leads and diging parts.

3. Monster set, Ilambris is from Crypt of Hearts I, easy dungeon. It's not that hard to finish on a veteran, but it is still veteran dungeon. Better monster sets are from more difficult dungeons. Helms from monster sets are final boss of veteran dungeons only. Monster epaulette are sold at undauted base for undauted keys.

4. Arena weapons, there are 2 solo arenas, 2 4-group arena and 1 12-group trial where you can get arena weapon sets.
You can use overland sets just fine, just fine tune spells that grant you certain buffs. There's also some guides on the internet that can help you with tips on what you're missing in your build. I'd recommend joining a PVE guild and they can help you!
Race is not going to impact your output at all in comparison to your build decisions such as skills and equipment sets. Don't feel pressured. Also, dealing damage is different between PVE and PVP so keep that in mind. PVE is critical chance/damage oriented and PVP is raw weapon/spell power and penetration oriented.
race helps with min/max though and depending on the build you want to do...

If you go khajit you can squeeze more crit damage out then other races but also lose out on sustain. It really depends on the build you want to do and if you want to min/max

Not being Min/Maxed isnt going to lose you fights.
I beg the differ. Race does impact builds and can make the difference on the build you do go. Also keeping in mind there ya counter for everything. Running a high elf with steam is not going to do good. Running a dark elf vampire will be good. It all depends on your build.

lets say you do 100k dps on breton, on dark elf it will be ~110k and its best race overall for dd/heal (stamina is also useful on healers)
i just wish there was an option for any race/any racial passives (i.e i wanna play khajiit and take all dark elf passives)

Dude don't argue with people like that. They play an MMO and don't want to use their brain to theory craft and squeeze out every bit of an advantage they could be using. They think they can just jump into a game casually and dominate it's kind of pathetic

You're not allowing them to theorycraft, though. You're shoehorning them into a build and forcing them to build everything around racial passives. There are SO MANY MORE factors that come into play not even including DPS. Why would you insult the person asking for help as pathetic, presuming that they don't want to use their brain? That's fully unnecessary.

You're right on that but my point is that extra 10k isn't gonna kill your group. More relevant than class passives would be just being an Arcanist and facerolling for DPS if we're talking purely for damage but you get what I mean. Its cool that the different races have identity but nowadays with sustain being so trivial things like Breton, Bosmer and Redguard end up just being 2nd rate. Regardless, you can pump some sick damage on each one if you know how to arrange bars.
