best leveling in game is blackrose prison 2nd wave, you get 100k+ exp (CP level) in 1 minute ~10 seconds duo, you can also solo but its slower
you can get to 1k cp in less than 1 week if you know what you're doing
You can wait it out if you want to. Zenimax already put out word that mods will be coming to console in the near future.
As far as leveling goes, I would alternate between questing and anchor events.

Quests offer great experience so do those normally. When you start to get tired of that, switch over to anchors. You may question why not do similar events in newer zones. The answer there is that anchor events in original zones can be completed very fast and you often have farm groups running a continuous circuit from one to the next non stop.

Easy experience/champion points.

You also have open world trash mob grind spots where you can do circuits as well but those are usually camped by tons of morons who seem fixed on employing spiteful tactics rather than entertaining any notion of sharing.

In short: Quests and anchors
